IRM/IT Strategy and Architecture - Chief Information Officer (CIO) Support

The Information Technology Management Reform Act of 1996, as well as DoD and CJCS directives and instructions prescribe specific requirements and methods for USCENTCOM Information Resource Management (IRM). The Contractor shall: provide Program Manager level expert consultative support to the functional/technical area of CIO Support; serve as task lead overseeing the workings of a diverse group of specialties to include Portfolio Management, Knowledge Management, and Information Management--these duties may be conducted by contractors from several different companies; research and advise the Command on DoD and CJCS requirements for IRM; develop solutions and methods to complex command processes to link requirements identification to technical solution; develop Command policy governing IRM related issues; work closely with information technologists to identify the best technological solution to meet identified functional requirements and achieve Command IRM goals and objectives; apply specialized knowledge to specific information technology products, applications, or processes.
Ten (10) years or more of experience in the field of Information Technology or Information Management, with five (5) years of that experience being Joint in nature (i.e., has worked with other Joint commands, Joint Staff, and DoD agencies). Experience should include technical experience providing information technology services to management and technical staff in solving complex information needs. Requires competence in conducting feasibility studies and cost/benefit analyses, hardware and software evaluation, developing C4I standards and methodologies, and business process reengineering. Possesses knowledge of state-of-the-art information technology and systems management. Provides advice and guidance regarding the management of complex information systems and business practices. Evaluated problems of workflow, organization, and planning and develops enterprise-wide information technology solutions. Possesses solid communications skills (speaking, presentation preparation, and writing). Provides daily supervision and direction to support staff. Directs completion of tasks within estimated time frames and within budget constraints. Schedules and assigns duties to support staff and ensures assignments are completed as directed. Provides status reports and inputs to customer evaluations on contract performance to upper management as required.
Requires demonstrated hands-on experience and/or training in the emerging technology area(s). Experience may have been gained in academic/commercial/government environment.
Master’s Degree or equivalent in Information Systems Management, Business Management, Computer Science, Systems Engineering, or related field. BS Degree in Computer Science, Network Engineering, Software Engineering, or related field combined with ten (10) years or more of documented work related experience may be substituted for the degree requirement.
The candidate’s minimal program goals are:
- Work with USCENTCOM, Joint Staff, and DoD leadership, users, and planners to identify and implement technology initiatives and policies that are compliant with regulatory requirements, and that enhance the operational effectiveness of the command
- Remain current and informed on emerging DoD and Joint Community directives, doctrine, processes and reporting requirements for the management of Information resources.
- Assist and support research, analyses, documentation, and recommendations to help in presentation of all facets of future C4ISR capabilities and requirements for integration into USCENTCOM documents -- including IT goals and objectives, plans, programs, policies, and higher level IT initiatives; recommend solutions to IT requirement shortfalls.
- Provide direction for integration tasks to include enterprise-wide integration of IT initiatives.
- Coordinate with appropriate USCENTCOM personnel to develop documentation as required.
- Build, provide input to, and conduct briefings on IT/IRM activities, and coordinate plans with USCENTCOM personnel and outside agencies as required.
- Represent USCENTCOM in working with Office of the Secretary of Defense (OSD/NII) for populating command’s IT systems in the DoD Information Technology Registry to comply with Federal Information Security Management Act (FISMA) guidelines.
- Draft, revise, and publish command’s CIO newsletters, policies, and procedures to disseminate command’s IT policies and practices to user community in excess of 3300.
- Draft weekly activity reports for submission to leadership documenting past performance, short term, mid-term, and long-term goals.
