Centurum CIMSuite
Facilitating Congressional Office Tracking of Constituent
Concerns
Citizen-centric Government puts people—not documents—at
the heart of its business. Centurum’s new CIMSuite™ software
helps leaders track the needs of the citizens they serve—and
better manage the entire constituent communications lifecycle.
Government officials across the globe all face the challenge
of managing the flood of communications from the people they
represent and the agencies with whom they work. Government
employees are inundated with paperwork fulfilling constituent
requests and implementing policy. Names and contact information
must be stored, requests must be tracked to ensure timely resolution,
and related documentary information must be securely archived.
The Constituent Interaction Management Suite (CIMSuite) was
developed specifically with the needs of these government officials
in mind.
CIMSuite is a set of network-enabled applications that can
be used to track contact information, incoming and outgoing
correspondence, workflows, and important events and contacts.
All steps of the interaction are stored in a database, which
can also include information about constituents: opinions expressed
on specific issues, affiliations, where they are registered
to vote, etc.
- Names, addresses, contact information, and codes
are all easily stored, searched, classified, and reported.
- The
primary application module facilitates the process
of managing incoming messages (received via postal mail,
e-mail,
phone, or fax) and Congressional office responses.
- Incoming messages are logged,
and may be responded to with form letters or customized
letters (via e-mail or postal
mail).
- The reporting module allows for advanced searching of
the database and the ability to generate customized reports.
- Taskflow
and scheduling modules assist with the assignment and
tracking of tasks, such as related to casework requested
by constituents, and office scheduling.
- Multiple instances
of the CIMSuite can be implemented in parallel for
multiple offices or hierarchically, such as for multiple
levels of an organization
- User permissions can be assigned
so personnel access only the appropriate records,
while other users can be given full
access.

workflow function makes it possible to track each request,

Centurum SWIS™ (Signals Warfare Information Source)
provides a common database and a Web-based knowledge portal
for the collection and analysis of Cryptologic system data
and status.
The initial method of management for all shipboard cryptologic
systems was a collection of stove piped databases and Web
interfaces that were neither standardized nor connected.
Identifying assets, determining needs, or conducting thorough
strategic planning was time consuming and not always accurate.
Centurum developed a common database infrastructure and
a unified Web-based knowledge portal called SWIS (Signals
Warfare Information Source) for the collection and analysis
of cryptologic system data and status. The system was built
from open tool sets such as SQL Server 2000, ASP, and HTML.
Our programmers designed the unified database with the flexibility
to interact with and import data from existing Lotus Notes
and Sybase structures.
SWIS Web-portal gives headquarters and the fleet the ability
to:
- Unify system signal capabilities, requirements,
readiness status, and location providing immediate identification
and analysis of assets and their potential.
- View health and
status of all cryptologic systems in the fleet and on
shore, which speeds up decision-making and tasking
from headquarters.
- Capture and display signal types, characteristics,
and their relevant systems, reducing reaction times
in the field and
shortening the learning curve for new officers.
Deliverables include an online product, system and software
design documents, test and evaluation documents, and software
maintenance guidelines.
Centurum is currently enhancing the capabilities of SWIS
by integrating custom software built by other entities due
to customer request. This integration involves Cold Fusion
and Java interaction as well as MS Exchange. We are also
adding features such us the display of real-time ship geo-location
data, the automation of system status from message traffic,
and the ability of individual ships to log in and update
data.
Centurum Sharknet™ (Shared Knowledge Network) integrates
Microsoft Project Server, Microsoft Sharepoint Portal Server,
and automated workflow to provide a framework for Knowledge
Management.
As a result of extensive work with customers in the Knowledge
Management field, Centurum developed a best-practices strategy
for Knowledge Management development, including standards
and frameworks. The solution—a combination of COTS
tools and custom software development—is called SHARKNET
(Shared Knowledge Network).
The solution integrates Microsoft Project Server, Microsoft
Sharepoint Portal Server, and an automated workflow system.
Our engineers and developers customized MS Project fields,
the Sharepoint Web environment, and the workflow process.
Additionally, our team created a SQL Server database and
a Web front end for financial management and reporting, coordinated
with MS Project.
SHARKNET gives commanders and program managers the ability
to:
- Unify and automate workflow, eliminating bottlenecks
and providing immediate identification of the status of
work
at any point in its lifecycle
- Assess, manage, and assign resources
to any project task and receive feedback of issues and
status real time through
automated emails
- View accurate health
and financial status of all programs, which speeds up
decision-making and identifies problems earlier
in development
- Capture and display lessons learned while
a program is in progress, reducing the number of after
action reviews and
shortening the learning curve for new action officers
- Track,
version, and post documents related to various initiative
to eliminate multiple duplicates and reduce storage
space required
Deliverables include a Software Life Cycle Management Plan,
Software Design Document, and a test documents. Upcoming
enhancements involve adding additional capability including
fully integrated document management, expanded workflow,
and collaboration engines.
