Centurum Information Technology is seeking a highly motivated Command, Control, Communications, Computers, and Intelligence (C4I) Systems Design/Test Engineer to join our team in San Diego, CA to support the Naval Information Warfare Center (NIWC) Pacific Restoration Depot. Work will be performed in San Diego, CA at the Naval Information Warfare Systems Command (NAVWAR) Old Town Campus. The C4I Systems Design/Test Engineer will directly support the Advanced Circuits Engineering (ACE) Laboratory as a Printed Circuit Board Assembly (PCBA) Subject Matter Expert (SME) and the following are the primary duties and responsibilities. - Specialize in PCBA / Circuit Card Assembly (CCA) troubleshooting and repair. - Review Requests for Quotes (RFQs) for PCBA/CCA manufacturing or repair and gather the supply data for RFQ Business Case Review and help perform the business case review and analysis. - Help generate an estimate for the approved RFQ Business Cases: Gather available Technical Data Package (TDP) information; Coordinate initial screening of product components and Bill of Materials (BOM) with the ACE LabProject Manager to add risk levels to individual components; and Identify labor, material, and testing requirements. - Help maintain and update the Standard Operating Procedures (SOP) for the ACE Lab role. - Work may be reviewed by ACE Lab Project Manager or Quality Assurance representative for general compliance with accepted practices. - This position may provide training and/or technical guidance to lower level engineers and technicians. The following are general duties and responsibilities for the Restoration Depot and ACE Lab. - Isolate faults in electronic equipment/systems to determine cause and remedy for malfunction or failure at Depot Level. - Apply advanced technical knowledge to solve complex problems that typically cannot be solved solely by referencing manufacturers' manuals or similar documents. Examples of such problems include determining the location and density of circuitry, evaluating electromagnetic radiation, isolating malfunctions, and incorporating engineering changes. - Work typically requires an understanding of the interrelationships of circuits, exercising independent judgment in performing tasks, such as making circuit analyses, calculating wave forms, and tracing relationships in signal flow using complex test instruments, such as high frequency pulse generators, frequency synthesizers, distortion analyzers, and complex Automated Test Equipment (ATE) stations. - Perform CCA component removal, wiring/cabling, connectorization, electrical equipment installation, equipment overhauls, manufacturing, fabricating, and assembling electronics subassemblies, and calibration checks on electronic instruments. - Support planning, procurement, manufacturing, and fabrication efforts for assigned jobs. - Remove, install, and complete all mechanical and electrical work efforts. - Conduct routine engineering tests, keep equipment/parts inventories, and assist with general lab work. - Develop, update, and review technical documentation. - Continue to develop and apply a working knowledge of all operating standards, practices, and procedures, including safety procedures. - Performs other duties as required.
- 6 years of recent C4ISR or other relevant EE experience in electronic system and equipment design, troubleshooting, manufacturing, repair, installation, testing, documentation, and recommending corrective actions.
This position requires a Secret US DoD security clearance.
- Expert in Basic Electricity/Electronics (BEE). - Knowledge and experience with Navy and/or DoD C4ISR systems, especially with NAVWAR programs of record. - Solid knowledge of schematic reading, system troubleshooting, component level troubleshooting. - Experienced operator and/or developer of ATE and Radio Frequency (RF) test equipment. - 1-2 years of experience creating project financial estimates, which includes materials to repair or manufacture electrical components and equipment. - Quality Management System (QMS) experience that is compatible with ISO 9001:2015.
Completion of an appropriate military “A" school, completion of at least one appropriate military “B" or "C" school, and 4 additional years of relevant experience may be substituted for the Bachelor’s Degree.
